From time to time, QMEC may update this manual to ensure relevancy and currency with the latest best practices as
well as the new documents or guidelines given by MQA and MOHE as well as other relevant bodies.
QMEC will refer to the COPPA as the main document to conduct programme accreditation. The seven areas are
as follows:
i. Programme Development and Delivery
ii. Assessment of Student Learning
iii. Student Selection and Support Services
iv. Academic Staff
v. Educational Resources
vi. Programme Management
vii. Programme Monitoring, Review and Continual Quality Improvement
Each of these seven areas contains quality standards and criteria. The degree of compliance with these seven areas
of evaluation (and the criteria and standards accompanying them) are expected of the Higher Education Provider
(HEP) depending on the types and levels of assessment.
1.4 PROGRAMME ACCREDITATION
Programme accreditation is carried out in three stages, i.e., Provisional Accreditation, Full Accreditation and
Compliance Evaluation (Re-Accreditation).
1.4.1 Provisional Accreditation
The purpose of a Provisional Accreditation exercise is to ascertain that the minimum requirements are met in order
to conduct a programme of study. The Higher Education Provider (HEP) must meet the standards for the seven
areas of evaluation, especially Area 1: Programme Development and Delivery, Area 4: Academic Staff and Area 5:
Educational Resources. Where necessary, a visit may be conducted to confirm the availability and suitability of
the facilities at the HEPs’ premises. The evaluation involves an external and independent assessment as required
by MQA through its Panel of Assessors (PoA). The findings of the PoA are tabled to the respective Accreditation
Committee to make decision on the Provisional Accreditation. The HEPs forwards the decision to seek approval from
the MOE to offer the programme.
