FOREWORD BY DIRECTOR, QUALITY MANAGEMENT AND
ENHANCEMENT CENTRE (QMEC)

Assalammualaikum Warahmatullahi Wabarakatuh and Greetings,

May the blessings and peace of Allah SWT be upon you. The Quality Management and Enhancement Centre (QMEC)
is one of the centres under the Vice-Chancellor’s office which is responsible in managing the accreditation of
academic programmes in Universiti Malaya (UM).

For the purpose of accreditation assessment in UM, there are three levels of programme accreditation which
are: Provisional Accreditation, Full Accreditation and Compliance Evaluation (Re-Accreditation). The accreditation
assessment process must be carried out within the prescribed period according to the requirements of the
respective academic programme. For the purpose of accreditation assessment, the programme owner is required
to prepare and submit the Programme Self-Assessment Report (PSAR) in accordance with the rules and regulations
of the Ministry of Higher Education, Malaysia (MOHE), Malaysian Qualification Agency (MQA) and other relevant
programme standards. In this regard, it is very important for UM and QMEC to ensure the submitted PSAR documents
meet the specified level of quality for accreditation.
Therefore, QMEC and the appointed taskforce members have written the “Accreditation Manual for Programme
Owner” for the purpose of accreditation assessment for academic programmes in UM. This comprehensive
accreditation manual will be of great benefits to all programme owners. This manual covers the basics of accreditation
matters such as policies and guidelines to be followed, periods and timelines for document preparation and
accreditation evaluation. In addition, this accreditation manual also explains in detail the key points in writing the
PSAR document and the important evidences that needs to be included together with the document.
I would like to express my foremost appreciation and gratitude to QMEC and taskforce members for their hard
work, commitment and dedication in producing this “Accreditation Manual for Programme Owner”.
