3) Use of an Evaluation Rubric Based on the Three Program
Accreditation Codes of Practice (Rubric 3C) for the Purpose
of Evaluation of Accreditation Applications (July 2, 2024)
To enhance the assessment of accreditation applications, the Malaysian
Qualifications Agency (MQA) has introduced the 3C Rubric. This rubric is
designed to assess the three Program Accreditation Codes of Practice (COPPA,
COPPA, and COPTPA) and aims to ensure consistent quality measurement. The 3C
Rubric will be utilized by Higher Education Providers, Assessment Panel
Members, and MQA Officers during program accreditation evaluations.
It's important to note that the 3C Rubric does not modify, add, or remove any
standards from the existing Program Accreditation Codes of Practice. Instead, the
existing standards have been reorganized and grouped to align with the specified
assessment constructs.

4) Malaysian Qualification Framework Ed.2 (2024) (1 August
2024)
In response to the evolving landscape of higher education and feedback from
stakeholders, the Malaysian Qualifications Agency (MQA) has updated the
Malaysian Qualifications Framework (MQF) to its Second Edition (2019) to
ensure continued relevance and accuracy.
The 2024 update of the MQF Second Edition emphasizes the following key areas:
i. Value-based education (VBE)
ii. Flexible Learning Pathway
iii. Global Sustainability Agenda, and
iv. Harmonization of MQF with other Sectoral/Occupational Frameworks
This updated document will be phased in over a two-year transition period from
the date of this circular. It is available for reference and download on the MQA
