Every great journey begins with love the kind that nurtures dreams and strengthens the spirit. I am Fritz Enjhay

Cepe, born with cerebral palsy, yet defined not by limitations but by the faith and love of my family. Their unwavering
support taught me that disability is not inability, but a source of resilience and purpose. Through challenges, I found

courage; through love, I found strength. My story is not about perfection, but perseverance a testament that with
faith, compassion, and family, every trial can be transformed into triumph. This is my Journey of Glory.
Education became the cornerstone of my advocacy for inclusion and sustainable development. From 2016 to 2018, I

Upon returning to the Philippines, I was driven by a renewed purpose to transform lessons from regional and global
—
experiences into meaningful local action. I currently serve as Planning Officer IV and Chief of the Plans and
Programmes Division at the Office of the Provincial Planning and Development Coordinator (OPPDC) of Antique, where
I help shape the province’s spatial development framework and land use policies. My work ensures that every plan
—
balances people, planet, and progressbuilding inclusive, resilient, and sustainable communities.
-
At OPPDC, I view planning as both a science and a moral commitment, advancing evidencebased policymaking,
climate resilience, and social inclusion. I also serve as a Private GIS Consultant for the University of Antique, supporting
research and capacity building in spatial analysis and environmental management. With over 15 years of GIS
-
experience, I have seen how technology democratises data, empowering decisionmakers and communities alike.
