PLAN
1 | Message from CIO
The National Higher Education Strategic Plan (PSPTN) has made it
clear that at least two public universities in Malaysia must be within the
top 100 universities in the world. The University of Malaya (UM) has
responded to this challenge and aim to achieve these objectives within
the next 5 years. Thus, UM should improve the quality of research,
teaching, innovation and commercialisation. Management of the
University has responded to this challenge seriously and efforts are being
worked on to improve the performance of the University. One of the
core services that are essential to confront these challenges is ICT
Services.
In the past few decades, a concrete strategic plan was not implemented
to set the direction of ICT initiatives at the University. As a result, many
projects are implemented through a non-exhaustive approach. To fill this
shortfall, a strategic plan was created two years ago to coordinate all ICT projects towards achieving the
corporate objectives of the University. UM ICT Strategic Plan outlines five key strategic initiatives,
namely:
• To develop an advanced and established infrastructure and ICT services to support teaching,
learning and Research University
• To strengthen ICT to develop community knowledge
• To improving and to innovate ICT facilities to support the core of the university
• To apply green ICT culture among the university community
• To provide an environmentally integrated communications and information technology
As one of the oldest universities in the country, ICT infrastructure has grown rapidly, from time to time.
Now, some ICT facilities have reached or are approaching the end of their lifespan. Therefore, some
restructuring of infrastructure is important. In three years to come, we hope to be able to upgrade the
entire spine (backbone) network to more than 10Gbps with redundancy to provide the campus with
high-performance networking facilities. The strategic plan also outlines the establishment of a high-
performance Data Centre for the convenience of the University. To improve the administration of the
University, the ICT Strategic Plan also includes initiatives to improve operational effectiveness.
Computing an end-to-end and integration of all the systems have been identified as a priority. Within
two years, most of the operational procedures will be implemented in computer.
