2 | Executive Summary
Information and Communication Technology (ICT) plays an important
role in driving the success of the University of Malaya (UM) on an
ongoing basis. The role of ICT services is becoming increasingly
important to support UM wishes to surge among 100 universities in the
world within two or three years. Dependence of the university
community to ICT is also increasing. Now, nearly all UM community use
Desktop PCs, laptop or mobile device tool (mobile) to connect to the
network to have access to various services provided, such as email,
UMExpert, UMPortal, Digital Library or to the hundreds of other
applications. Thus, PTM is responsible for ensuring these services are at
a high level of accessibility. New applications and services are also being
required by the user, and PTM face the challenge of providing all these
services in a short period.
ICT Strategic Plan is a commitment to improve the delivery of PTM ICT
services in the university. It provides a framework to revolutionise and accelerate ICT support and
services available to a more advanced level. Because UM is the oldest university in Malaysia, most of the
ICT infrastructure and services provided have changed (evolve) in line with the current technology.
However, it is time for ICT services to be revolutionised and no longer evolutionary change only
("Revolution not evolution"). Some major changes proposed to strengthen ICT infrastructure and
automate university processes using fully electronics through paperless initiatives.
Support and ICT services are highly dependent on the budget. UM spent a total of RM12 million each
year to fund the development of network infrastructure, internet access facilities, data centres, servers,
PC purchases, laptop and software licenses. With the reduced budget, it is wise to practice expenditure
prudently without prejudice to the needs in improving the quality of services and infrastructure. This is a
challenge for PTM, and an ICT Strategic Plan has been formulated to meet the challenge.
