Immigration Guidelines for International Candidate

Effective from 1st April 2015, the Malaysian Ministry of Education (MOE) will
establish Education Malaysia Global Services (EMGS) as the one-stop center to
process all student pass matters in all Malaysian public universities for full-time
international students, before submitting the applications to the Immigration
Department. Students are still required to send the applications as usual through
Visa Unit, International Student Centre (ISC). The Visa Unit will submit all the
data and applications manually and also through the Student Application
Registration System (STARS). Candidate is strongly advised to visit the centre’s

The offer of admission does not come with a student pass which is a government
requirement for all international students. International applicant who is offered
a place to study in Malaysia is required to apply for Visa with Reference (VDR)
before entering this country. Visa with Reference (VDR) is a visa issued by the
Malaysian Representative Office abroad to a non-citizen to enable individual(s) to
enter Malaysia after the visa is approved by the Immigration Department
Headquarters in Malaysia. The candidate is not allowed to register without VDR.
As a student in the University of Malaya, candidate is required to renew his/her
Student Pass every year. The application for Student Pass renewal must be
submitted to the Visa Unit (ISC) two (2) months prior to the date of expiry of the
student’s Student Pass. For detailed information, please contact:

Insurance for International Candidate

Effective from Semester II, Session 2014/2015, UM has appointed a new insurance
provider. The new company will be ETIQA Takaful Berhad which was selected
based on the best rates and overall service being offered. ETIQA will manage all
matters and issues regarding insurance for the students starting from 14 February
2015 until 13 February 2016. The contract for the insurance provider can be
extended for another year if they have shown commendable performance and
service to the students.

In light with the new arrangement and changes, there are several changes that
will be implemented starting from the new date of service by ETIQA:

1. All full time international students are required to purchase insurance policy
from the insurance provider nominated by UM. Students who are sponsored
by scholarship have to pay in advance and claim back from their scholarship
providers.
