            Section 2: Strength and Weakness Identification and the Suggested CQI

            Basically, there are two components, STRENGTH and WEAKNESS from two aspects identification and CQI:
               i.   Strength/Commendation; (identification)
               ii.  Steps taken to maintain and enhance the strength/current practices; (CQI)
               iii.  Areas of Concern/Weakness/Condition; (identification) and
               iv.  Steps taken to address the problem areas. (CQI)
            Strength
                   #  The implementation is very effective in ensuring quality with the culture of constant improvement.
                   #  Fulfill the standards as stated in COPPA Second Edition as well as the programme standards and other
                   applicable standards.
                   #  The policies/guidelines/ implementation have been reviewed (the effectiveness has been measured and
                   discussion on possible improvements (CQI) have been carried out) and effectively improved the system.
                   #  The system can be considered as a good practice that is recommended to be implemented in other
                   programmes.
            Weakness
                   #  What constitute weaknesses:
                   #  Does not fulfil the standards. (especially the curriculum)
                   #  Sustainability.
                   #  Safety.
                   #  Concerns: may escalate to weakness if intervention is not carried out.
                   #  CQI not being done
                   #  No measurement and monitoring
                   #  Downward trend

            4.5  DOCUMENTATION FOR PROGRAMME IMPROVEMENT

                  PLAN AND INTERIM REPORT

            Aside from the preparation of the PSAR, the programme owner may need to prepare Programme Improvement Plan
            and Interim report.
