The National Higher Education Strategic Plan (PSPTN) has
clearly stated that at least two Malaysian public universities must be
in the Top 100 of the world university rankings. University of Malaya
(UM) has taken this challenge and aims to achieve this national target
within the next 5 years. UM need to enhance the quality of research,
teaching, innovation and commercialization. The management of the
University has taken this challenge seriously and every effort is
made to improve the performance of the University. One of the core
services that is essential to address these challenges is the
ICT Services. In the past few decades, there was no concrete
strategic plan to set direction for the ICT initiatives in
the University. Thus, many projects were piecemeal in their
approach. Since the last two years, a strategic plan has been put
in place to align all ICT projects towards the University’s business
objectives. The UM ICT Strategic Plan outlines five key strategic
initiatives, that is:
• To develop a resilient and cutting-edge ICT infrastructure and services to support teaching,
learning and research in the University
• To leverage ICT to build a knowledge-based community in the University
• To enhance and innovate ICT facilities to support the University’s core business
• To inculcate ICT culture among the University community
• To provide an integrated ICT environment for the University
Being one of the oldest universities in the country, the ICT infrastructure has evolved over time. Some of
the ICT facilities have reached or approaching their end-of-life period. Thus, some major restructuring
of the infrastructure is essential. Within the next 3 years, we hope to upgrade all our network
backbone to more than 10Gbps with redundancy to achieve a high network availability.
The strategic plan also outlines the establishment of a proper Data Centre for the University.
To improve the administrative efficiency of the University, the ICT Strategic Plan includes initiatives
to improve operational efficiency as well. End-to-end computerization and integration of all systems
have been identified as priority. Within the next two years, most of the operational procedures
will be computerized.
