11. Although our performances are something to be proud of, there is no room for
complacency, especially when the demands and challenges of the coming year
are increasing, especially when uncertainties and risks are abound, and especially
when we have yet to fully consolidate on our entire strength and capacity with
persistent and sporadic loopholes and weak points.
12. Communication and messaging efforts and efficacy have been below par, and
inter-portfolio synergy and directional directive across the board have also been
below par. The ability to grasp, absorb and implement universal university policies
has also been below par, as evident in the disruptions and oversights that reflect
the still prevalent structural efficacy led more by human errors and oversight
rather than the systems and structure.
13. Throughout the past two years, vast improvements have been made on systems
and structure and governance, but human capital correction and advancement
still have rooms of improvements.
14. As I have repeatedly cautioned, there must exist no more, the elements of Little
Napoleon effects, and there must exist no more, nonchalance and the inability to
act for the interests of the university first. When certain quarters champion for the
interests of mini portfolios or divisions, or put self interests ahead of the interests
of the university, no volume of corrections in our junctures and vision foresight can
bring about the intended impact of improvement.
15. People expect authoritative standings, academic advice, analytical insights
or research support from us in almost every issue that crops up, from regional
instabilities to climate change impact. This is the time where we cannot afford to
still be confined to our previous mindset or actions of being satisfied only with an
acceptable range of actions, output or performances.
16. This is the time to stamp our mark and always think far and way ahead of our 99
geographical comfort and our normative complacency. Our research strength,
focus, and direction must reflect that. This is the most crucial element that still
needs our comprehensive touch and amplification of efforts to ensure our research
focus does not run astray or being led by the notion of nonchalance or a headless
chicken just doing enough to fulfill research KPIs.
