13. For this to happen, it will require a no holds barred approach in reforming and
transforming our approach and in elevating the capacity of our research and
academic resilience and talent pool.
14. Only by raising the quality and expertise of our great talents in various fields, will
we be able to pull ahead, maintain our existing advantage and greatness, and to
lead the global community in charting new breakthroughs.
15. A key component of this quality elevation strategy is the language and
communication competency, apart from other established skills that are required.
16. Central to this will be the English language. This strategy of elevating the English
competency of all our staff has been started two years ago, through initial
competency tests and the eventual intervention measures if needed.
17. This will be continued in a more comprehensive manner, and will be expanded to
include the entire spectrum of our academic and non academic staff with different
identification and support measures.
18. It will also be expanded to include students to ensure that the entire campus
community has a strong capacity to face the demands of the future and equipping
our human capital with the needed competency to compete at the highest level.
19. The nation and the world’s brightest talents must be here in our university, and all
efforts will be made to ensure that we have the best expertise which will only do
justice to our reputation as the nation’s oldest and No. 1 university.
20. This is reflected in our motto of Home of the Bright, Land of the Brave, serving
as the nucleus of maintaining the right talent and with a supportive learning and
working atmosphere in producing the best outcomes.
21. The SAPT is thus geared towards this end, in ensuring that we the people will 17
always strive to be better and to reimagine new possibilities and achievements.
22. While we raise the standards, the conventional and non-conventional needs of
our academic and research community will always be prioritised.
23. As I have reiterated in my Amanat and in various occasions, those who have
contributed significantly will be recognised and awarded based on merit and
performances, and there will be no let-up in terms of their due recognition
including on promotion and other recognitions due.
24. No longer will there be delays or bureaucratic traps in recognising the achievements
of our talents, as they are the ones who are at the frontier of our university.
25. For us to be the home of the brightest talents around the world, we must be bold,
fast and audacious in correcting our approaches and our line and model of work
and thinking.
26. Competition nationally and globally has been stiff, rapid and ferocious. If we
continue to be mired in the same old mentality and mindset whether in the way
we take the lead in national projects or the timeline needed to approve internal
applications, we will not only be stagnant but worse, be left behind.
27. For the second point, we recognise the need to support our students especially in
critical areas and to ensure their welfare needs are taken into account.
28. We will offer scholarships to students at the Diploma programme in Health
Sciences College at PPUM, to ensure that the students will have the right support
system and capacity to achieve their best and also to contribute to the needs of
our hospital.
29. For long we have not been able to fully fulfill our top desired expectations in view
of the shortage in human capital and talents in PPUM.
30. The offer of scholarships will be the catalyst in giving the right and needed support
for the students to continue their learning and practical training and in turn, will
