and governance mechanisms which are fully aligned with Malaysia’s National Mineral
Policy 3.0 and sustainable development priorities .
A key highlight of this engagement was the signing of Agreements of Intent between
Universiti Malaya and two leading Russian institutions — Saint Petersburg Mining
University (SPMU) and the Pushkin Institute.
These agreements reflect a commitment to advancing joint research in strategic
minerals, geology and energy transition technologies, expanding academic mobility
and training opportunities, strengthening scientific and cultural exchange, and
building a structured platform for long-term collaboration in education, language, and
innovation ecosystems.
This marks an important step in enhancing UM’s global partnerships and broadening
Malaysia’s network of research linkages in fields of strategic significance.
During the meeting, both sides also explored areas for deeper cooperation, including
high-level training programmes, and shared expertise.
I am also honoured to be part of the Plenary Session of the 4th Meeting of the
Joint Russia-Malaysia Commission for Economic, Scientific, Technical and Cultural
Cooperation where both Ministers and the top officials from both sides discussed the
collaborative way forward for deeper mechanisms of cooperation.
What we achieved in Langkawi is the beginning of a deeper, more structured phase
of cooperation, one characterised by intellectual rigor, shared trust, and strategic
alignment.
