The Joint Committee Meeting of the Malaysia–Russia Raw Materials Dialogue
convened in Langkawi over the week led by the Higher Education Ministry with the
attendance of YB. Dato’ Seri DiRaja Dr Zambry Abd Kadir and the Ministry of Science
and Higher Education of Russia, with the attendance of H.E. Minister Valery Falkov
marked a significant advancement in our collaborative efforts to shape a future-
oriented, high-impact partnership in minerals, energy transition, research, and talent
development. The discussions were substantive, principled, and aligned with both
nations’ long-term strategic interests .
It reflects Malaysia’s broader commitment to strengthening scientific diplomacy,
deepening technological capability, and positioning our country within the evolving
global landscape of critical minerals and sustainable resource development.
The meeting delivered several important outcomes with the establishment of a
Permanent Organising Committee, providing a stable institutional framework for
coordination, implementation, and long-term continuity. The creation of the Kuala
Lumpur–Moscow High-Level Communication Channel is also initiated, enabling real-
time policy, research, and operational coordination between ministries, agencies
and universities. Both also strive to develope a comprehensive roadmap detailing
milestones for research collaboration, technology transfer, human capital development,
