27. I want to give details on our ventures of Skim UM, KUPD and our SAPT.
28. We have introduced the Skim UM and KUPD system in which promotion and
reward system will be based on merit, competencies and performances.
29. I have presented the Skim UM to the Board for early acknowledgment and
indication, to which it has been agreed to in principle. The final paper will be
presented for a final approval by the Board in due course.
30. I have consistently pointed out that we have not fully appreciated our best human
resources due to past limitations, and now, under my leadership, I will ensure that
only the best talents and performers are serving in our university and they will be
duly appreciated with the right recognition.
31. The KUPD and Skim UM platforms will only recognise true merits and
performances regardless of seniority or affiliations, and past loopholes in the form
of non-recognition of talents and merits due to the systemic diseases of ill will,
jealousy and self-centeredness will now be a thing of the past.
32. The main structures of KUPD and Skim UM are to provide the necessary tools
for our human capital to perform to their best ability and to leverage on their best
merit-based competencies, with the right and just recognition of their roles.
33. Their welfare and work benefits in terms of their future career planning and their
assurances for job recognition and security will also be enhanced, contingent
upon their merit-based competencies and performances.
34. The reward system and recognition for either promotion or retainment of their job
and work will also be based not only on historical and current job performances,
but also on the new set of competency test and assessment which will provide a
more comprehensive, just and merit and competency-based assessment rather
than a conventional approach of assessment. 31
35. It is also primarily aimed to enhance and advance our productivity and to have
the best talents and human capital in advancing the cause and future aspirations
of our university.
36. For us to strive to be among the best in the world, we need world class, competent
and future driven human capital that are both holistic, capable, and enriched with
both humanistic values and soul and an equally competent expertise and talents
in their respective fields.
37. For this to happen, a competent, merit-based and high performing talent pool
will be the order of the day and for the university to be able to utilise the best
talents with the right values and passion in elevating the university to its intended
purposes.
38. A supportive and merit-based reward system is also being emphasised and
prioritised, in appropriately awarding our outstanding talent pool and the role
of faculty members in uplifting the academic and research achievements of the
faculties has been ever pertinent.
39. Further details on the Skim UM and KUPD will be outlined soon, and the way
forward will be an exciting one for our campus community and our university.
40. For SAPT, we have done with our consolidation and pemurnian processes, and
I would like to express thanks and gratitude to the Jawatankuasa Tapisan SAPT
and all its members.
41. They have been committed to ensuring that all the necessary awareness
and engagement sessions with the campus community on the updated and
consolidated version of the SAPT to be done with utmost totality.
42. I have got to know that the feedback and the responses received have been
positive and satisfactory, and the whole process has been encouraging.
