Instruction from the Vice Chancellor MESSAGE NO.

Assalamu’alaikum warahmatullahi wabarakatuh and Salam Sejahtera 25 JULY 2024

This is to inform on an instruction on the appointment of all UM staff.
1. All appointments of UM staff in all domains and at all levels can only be done
by the Head of Portfolios (Ketua Portfolio) and MUST BE under the direct
authority and purview of Head of Portfolios (Ketua Portfolio) only, which will
then undergo a final endorsement and approval by the Vice Chancellor.
2. In this regard, the Head of Portfolios are as such: Deputy Vice Chancellor of
Academic and International, Deputy Vice Chancellor of Research and Innovation,
Deputy Vice Chancellor of Student Affairs, Deputy Vice Chancellor of Development,
Registrar, and the Bursar.
3. No other levels of authority are authorised to appoint, issue offer letter or to
make decisions on any appointment of any staff other than the aforementioned
authorities in charge and the final approval by the Vice Chancellor.
4. Failure to adhere to these steps, rulings and regulations will result in appropriate
actions being taken against the party at fault.
5. The established structure of governance and operational procedures which
emphasise on good governance, values and principles of integrity and
accountability must be adhered to at all times, in line with the Arahan YAB Perdana 35
Menteri (Gerakan Pemantapan Tatakelola Nasional).
6. This official instruction on the mode and appointment of all UM staff is hereby
effective immediately. All departments, units and Ptj across all levels including
PPUM are required to adhere to this ruling with immediate effect.
