affected by this phenomenon. Currently, almost all higher learning institution in
Malaysia have their own learning management system (LMS). For example, Unimas has
eLeap, Universiti Putra Malaysia has Putra, Universiti Sains Malaysia has eLearn,
Universiti Malaysia Sabah has SmartUMS), Universiti Teknologi Mara has iLearn and
many others. Creating LMS in almost every higher learning institution shows the
seriousness of the country's education sector in moving towards the world of e-learning.
However, every implementation needs to be accompanied by proper planning.
Furthermore, improvements are made to stay for a long time. Lalima and Lata Dangwal
(2017) stated that the implementation of blended learning requires the commitment of
all parties to ensure its success. E-learning is an interesting learning activity. According
to Ilyas et al. (2017), the learning process can be implemented more effectively and helps
to increase the students’ understanding and achievement for a course. Although DePAN
ended in 2015, the policy is still relevant and can be improved to ensure that e-learning
is implemented on the right track.
COVID-19 has brought a change in the way learning is implemented. Dhawan (2020)
mentioned that students need to have skills such as problem solving, critical thinking
and high resilience. Educational institutions need to help build these skills in their
students. Online learning can be implemented to ensure the educational process
continues to run. The face-to-face approach has difficulties with the outbreak of COVID-
19. Educators and students will continue to implement online learning until the sto the
COVID-19 pandemic is over. CIDOS has successfully carried out its function to help
ensure that learning and teaching can continue despite the COVID-19 pandemic.
