Greetings to all participants
I am delighted to extend a heartfelt welcome to all participants from Timor-Leste
in joining us for the Malaysian Technical Cooperation Programme (MTCP) - Good
Governance and Institutional Reforms: Building A Democratic Future, scheduled from
7th to 14th July 2024 in Kuala Lumpur, Malaysia. This programme, organised by the
International Institute of Public Policy and Management (INPUMA), Universiti Malaya
in partnership with the Ministry of Foreign Affairs, Malaysia, aims to foster a strong and
future driven South-South collaboration and to promote a robust culture of knowledge-
sharing and joint training of human capital. In facing an increasingly challenging future
amidst changing global and regional risks, the core institutional strength of a country
218 and the essence of building a robust, resilient and sustainable policy framework
pillared on world class human capital and governance system remain pivotal.
In this regard, this initiative is critical and strategic in achieving the intended outcomes
for the final goal of building a long term success factors in nation building and in
contributing towards supporting a peaceful and stable regional development with the
strength of the new generations.
I am pleased to see the selection of participants from Timor-Leste for MTCP this
year, as we are committed to supporting the development of the country and offering
valuable insights into Malaysia’s governance system and our public institutions which
can be of great reference and guidance. I am proud that INPUMA is entrusted by
the Ministry of Foreign Affairs to organise this significant annual initiative of MTCP
which has a proven track record of producing thousands of alumni from hundreds of
countries ever since its inception in 1980.
To all the participants, I wish you a productive and enlightening experience throughout
the programme. May all you return to Timor-Leste equipped with new perspectives
and knowledge to contribute effectively to your country’s growth and in turn, in
contributing towards regional and global advancement of peace and development.
