            Sinopsis/Synopsis

            Kursus  ini  membincangkan  perancangan  pembangunan  makro  dan  mikro  dalam  sistem  pendidikan  di
            beberapa negara, khasnya di Malaysia.  Rancangan-rancangan pembangunan dikaitkan dengan dasar-
            dasar pembangunan negara serta logistik dan mekanisme untuk menjayakan rancangan-dasar. Konsep
            dualiti,  kitaran  kembar,  teori,  dan  falsafah  perancangan  dan  dasar  dikupas  berdasarkan  realiti  bidang
            perancangan  dan  dasar.  Isu-isu  penting  seperti  aksesibiliti,  ekuiti,  kualiti, literasi,  prestasi,  kos-faedah,
            kos-keberkesanan,  dan  keseimbangan  turut  menjadi fokus  perbincangan  kursus.  Isu-isu  akan  dikupas
            secara  komparatif  dengan  negara-negara  maju  dan  negara-negara  sedang  membangun.  Beberapa
            kaedah  statistik  digunakan        untuk  membuat  analisis.    Kaedah  kajian  kes  digunakan  untuk  meneliti
            sesuatu teori atau sesuatu isu di sekolah atau universiti.

            The  discussion  in  this  course  focuses  on  development  planning  at  the  macro  and  micro  levels  of  the  education
            system of several countries. The development plans are considered in relation to national development policies of the
            countries  involved,  including  Malaysia.  Discussion  also  incorporates  the  logistics  and  mechanics  of  planning  and
            policy formulation, implementation, and evaluation.  Brainstorming sessions deal with the duality of policy-planning,
            double cycle, development issues, relevant development theories, and policy paradigms based on the many issues
            and  realities  in  the  area  of  planning  and  policy.    Important  issues  are  accessibility,  equity,  quality,  literacy,
            performance, cost-benefit, cost-effectiveness, and equilibrium. These issues are viewed comparatively between the
            advanced and developing countries. Several statistical methods are used for making various analyses. In addition,
            several  case  reports  are  used  for  examining  certain  theories  or  identifying  developmental  issues  in  schools  or
            universities.
